RTA Permit Renewal Checklist 2026 for Dubai Carlift Companies

RTA Dubai requires a complete document pack before your permit renewal application is accepted. The core documents include the existing RTA passenger transport permit (the one being renewed), the vehicle's Mulkiya (registration card) showing current registration in the company or driver's name, and a valid comprehensive insurance certificate covering passenger liability.

You also need the driver's UAE driving licence (heavy or light bus licence depending on vehicle capacity), the driver's Emirates ID, and the company's trade licence showing passenger transport as an approved activity. If you operate under a rental or leasing arrangement, attach the lease agreement showing you are authorised to use the vehicle for paid transport.

For 2026 renewals, RTA is also asking for the updated employer declaration letter confirming the driver is sponsored by the company, plus a no-objection certificate (NOC) from the sponsor if the driver is under a different sponsor. Missing any one of these documents is the most common reason for application rejection at the counter.

Every vehicle listed on the permit must pass an inspection at an RTA-approved testing centre (such as Wasl, Shamil, or Tasjeel). The inspection checks roadworthiness, tyre condition (minimum 1.6 mm tread depth, no bulges or cuts), brakes, lights, seatbelts, and that the vehicle matches the specifications on the Mulkiya.

Window tinting is a frequent failure point — UAE law allows up to 50% tint for private vehicles, but commercial passenger vehicles have stricter limits. Tint that exceeds the allowed limit will fail inspection, and you will need to remove it before re-testing. The same applies to unauthorised modifications such as added seats, partitions, or modified exhaust systems.

The inspection certificate is valid for 30 days, so plan your renewal application within that window. Book the inspection early in the renewal month so you have time to fix any defects and re-test without your existing permit lapsing.

The RTA permit renewal fee for a passenger transport vehicle is approximately AED 1,200–1,500 per vehicle per year, depending on vehicle category and seating capacity. The vehicle inspection fee at an approved centre is typically AED 150–200. If a re-test is needed after a failed inspection, expect another AED 80–120 per re-test.

Late renewal carries a penalty of AED 25 per day up to a cap, plus the risk of having the vehicle impounded. RTA accepts payment via the RTA Dubai app, online portal, or in person at the testing centre. Keep the payment receipt — your accountant will need it for VAT input records and your annual compliance file.

For operators running multiple vehicles, the total annual renewal cost can reach tens of thousands of dirhams. Many operators stagger renewals across the year to spread the cash flow, and track each vehicle's expiry date in a dedicated system to avoid missing deadlines.

The most common rejection reason is expired insurance. RTA will not renew a permit if the vehicle's insurance policy expires before the new permit end date. Always renew insurance first, then submit the permit renewal application with the new insurance certificate attached.

Window tinting violations are the second most common rejection. Even slightly over the limit fails the inspection. Tyre condition is the third — tyres that look fine visually but have tread below 1.6 mm, or tyres with age-related cracking, will fail. Other rejections include mismatched Mulkiya details (wrong chassis number, wrong colour), missing NOC letters, and trade licences that do not list passenger transport as an approved activity.

The fix is simple: pre-check every document against the RTA checklist before booking the inspection, and inspect the vehicle yourself the day before — tyres, tint, lights, brakes, and seatbelts. A 30-minute self-check saves days of re-testing and re-application.
